Foteini Asderaki, Associate Professor/Jean Monnet Chair, University of Piraeus, Greece

Foteini Asderaki is an Associate Professor of European Integration Theory and European Education Policy and a Jean Monnet Chair on European Union’s Education, Training, Research and Innovation Policies at the Department of International and European Studies, University of Piraeus, Greece. She is the Chair of the European Doctoral School for the Common Security and Defence Policy of the European Security and Defence College, European/External Action Service, in Brussels. She holds a PhD with distinction in Political Sciences issued by the National and Kapodistrian University of Athens. Her thesis was awarded the Honorary Grant of the National Bank of Greece in memory of Theodoros Karatzas by the Hellenic University Association for European Studies in 2008. She has been awarded with Greek and European scholarships and grants (Hellenic State Scholarships Foundation-IKY, Erasmus Program). She is the director of the Laboratory on Education Policy, Research, Development, and Interuniversity Cooperation of the University of Piraeus and the Co-director of the Regional Jean Monnet Centre of Excellence EXCELEM. She has served as a Board member and Vice Chair of the Steering Committee for the Group I-Western Europe and North America at the International Bureau of Education, Unesco, Geneva, 2016-17, as a Bologna Follow-Up Group Member, 2004-09 and as a member of various national, regional, and bilateral committees in education (Member of the Committee for the Education of the Refugees; Member of the Committee for Intercultural Education; Cluster on Modernization of Higher Education; Greek-French committee; Greek-German committee). She is an evaluator of European research programmes and awards (Horizon 2020, Altiero Spinelli, Jan Amos, Unesco’s Teachers Excellence Awards in Greece) and a member of the evaluation committee for the internationalisation of Ben-Gurion University of the Negev, Israel. She has been the academic coordinator of several European programmes (B.E.ST., EuropeStarts, YouthActiv, U4EU, IncludU and the Erasmus+ KA 3 Teachers4Europe: Setting an Agora for Democratic Culture) and the European Parliament School Ambassador Programme (2020-21). She is the Treasurer of the Hellenic University Association for European Studies (EPEES/European Community Studies Association Hellenic Branch) and a member of the Board of the European Citizens Association.

Dr. Ioanna Bantouna is academic fellow of the Department of International and European Studies at the University of Piraeus (DIES) in Greece, appointed as a Visiting Researcher at the University of Kent’s Brussels School of International Studies within the framework of her post-doctoral research in the interdisciplinary field of international relations and international law (IR/IL), and associate of the Council for International Relations in Greece. Having completed her Bachelor Degree of Laws (LL.B.), as well as a Master of Laws in International Law (LL.M.) at the National and Kapodistrian University of Athens, Law Faculty and a second Master of Laws (LL.M.) at the University of Pennsylvania, Law School in the U.S., she has been admitted to practice law both at the Athens Bar and the New York State Bar Associations. After earning her Ph.D. in International and European Studies at the University of Piraeus, she has been serving as an adjunct lecturer for the undergraduate courses of DIES on “Conflict Management: Institutional and Political Aspects”, “Dispute Resolution Mechanisms” and “Negotiation of the Accession Process” under doctoral scholarship in the scientific field of IL, further enriching her skills on the basis of her lectureship under the regional Joint Eastern-Mediterranean Jean Monnet Centre of Excellence on issues of “EU, European Neighbourhood Policy and Eastern Mediterranean”. Among others, she has provided academic and teaching support focusing on issues of “Νegotiation and Mediation” and “Research Methodology” as part of her respective fellowships with the graduate programs of DIES in ‘Energy: Strategy, Law and Economics’, ‘International and European Studies’ and ‘International and European Policies on Education, Training and Research’ and she has also been conducting research for several topics of International and European Affairs focusing on issues of IL, IR, institutions, negotiations and European policy, including EU Jean Monnet and Erasmus+ projects.

Dr. Eleftheria Markozani is a researcher of the DIES- UPRC. The subject of her thesis lies on the differentiated integration of EU and the European Migration Policy, including security issues. Holding a Bachelor degree of International and European Studies from DIES-UPRC, a Master degree in History of International Relations from the London School of Economics and a second Master in European Affairs with a specialisation in International Cultural Strategies from Institut National Universitaire Champollion, Eleftheria Markozani has developed a subtle background in European Affairs and International Relations. Since 2016, she has been working as a Researcher in ‘The Laboratory of Educational Policy, Research, Development and Interuniversity Cooperation’ at DIES and supports the management and implementation of several European programmes (Erasmus KA2 Eastern Mediterranean Partnership, Jean Monnet Network GovUnet, Jean Monnet Network NearEU, Jean Monnet Project “IncludU”, European Parliament School Ambassadors, Jean Monnet Joint Centre of Excellence in Eastern Mediterranean KA2 EUSecure, etc).

Dimitrios Moschos is a researcher focusing on international relations, politics, and economics of Eastern Europe, Eurasia, and Iran. He commenced his undergraduate studies at the Department for International and European Studies of the University of Piraeus, graduating in 2015. At the Institute for East European Studies of Freie Universität Berlin (FUB) he obtained his first master’s degree, and he is currently attending the Iranian Studies postgraduate programme also at FUB. While residing in Moscow as a DAAD (German Academic Exchange Service) fellow, Mr. Moschos had the opportunity to conduct research at the Higher School of Economics as well as complete an internship at a multinational consulting corporation headquartered in Moscow. He is currently serving as a student assistant responsible for mobility and internationalisation at the Institute for East European Studies of FUB. As a research assistant to UNDP parliamentary experts, he has been furthermore offering his scientific insight on issues of parliamentary development and regional cooperation.

Description

In line with the Global Strategy for the European Union's Foreign and Security Policy and EU’s initiatives through its external policies, including EU Enlargement and European Neighbourhood Policy (ENP), aiming at strengthening regional security and prosperity, the main objective of the Course is to enhance students’ knowledge and understanding of EU’s partnerships with its neighboring partner countries of the Eastern Mediterranean area as regards bilateral and regional promotion of cooperation towards a more stable EU Neighbourhood in political, socio-economic and security terms. Especially, building on case studies of differentiated partnerships based on EU’s bilateral policy with the partner countries under review, students will become familiar with indicative examples of EU’s partnership priorities concerning Eastern Mediterranean, enhancing their ability to draw conclusions on EU’s key interests in the region in the face of threats and pressures experienced, such as challenges associated regionally with cooperation on security matters or at political level, as well as, with migration and resilience of partners.

Online Course Objectives – Learning Outcomes

The aim of the course is to familiarize students with the ongoing discussion on the role of EU’s external policy on the security trends and dynamics in the region of Eastern Mediterranean, offering the opportunity for them to be benefited with academic insights and specificities in the respective study areas of expertise relevant to International and European Affairs. More specifically, the Course’s content to be taught is transnationally structured, under the Jean Monnet Centre of Excellence-EXCELEM, run by the two Jean Monnet Chairs located in Ben-Gurion University of the Negev in Israel and the University of Piraeus in Greece – on the basis of online lectures, with a view to encourage creative thinking capability and active participation of students from different countries in the teaching process through technological means. In this context, after completion of the course, students are expected to have explored – on the basis of a comprehensive approach of greater interests of EU in stability and security – strategic components and general standards of EU’s partnership goals as regards the region of Eastern Mediterranean and will be able to better understand EU’s policy framework for dialogue and cooperation with non-EU countries in the region, gaining a deep understanding regarding the implications of the developments and respective challenges in the region for EU's regulatory framework and action.

The lecture familiarizes the students with aspects of the EU's institutional and legal framework related to the European External Action Service (EEAS).

Guest lecturer: Dr. Giulio Venneri 

Dr. Giulio Venneri is a civil servant of the European Union, working as an administrator at the European Commission headquarters in Brussels. He is currently the Head of the “Center of Thematic Expertise (CoTE) on Rule of Law, Fundamental Rights and Democracy” in the Directorate General for Neighbourhood Policy and Enlargement Negotiations (DG NEAR). Previously he served as team leader for political affairs and rule of law matters related to Albania, and Bosnia and Herzegovina. In 2017-2020, he was Permanent Secretary to the management board of the International Monitoring Operation (IMO), overseeing the vetting of magistrates in Albania. He previously worked as rule of law and security desk officer at the Enlargement Directorate General. Prior to joining the European Commission, he served in the "Global Issues” unit at the Italian Ministry of Foreign Affairs. Earlier in his career, he worked in project implementation for the Italian Development Cooperation and La Sapienza University in the Middle East and the Western Balkans. Apart from his policy work, Dr. Venneri is also teaching and has peer-reviewed publications on statebuilding, sovereignty-related issues, democratisation processes.

This class analyzes EU migration policy in the Mediterranean. Focusing on the ENP, the class will examine the policy tools used by EU to control migration flows in the Central and Eastern Mediterranean and externize migration management to third countries.

The class fixates on the major role of Energy Security in the Eastern Mediterranean region. Energy plays an important aspect in the national security of any given country and can also be a source of friction and conflict. From the developments and sustainability to EU pipelines politics and energy projects, we will examine this topic and scratch the surface of ongoing strategies influencing regional ties.
