Περιγραφή Μαθήματος

Το μάθημα έχει διττό αντικείμενο: αφενός το πολιτικό σύστημα, αφετέρου την εξωτερική πολιτική και πολιτική ασφάλειας των ΗΠΑ στον 20ό αιώνα και ιδίως  μετά τον Β’ Παγκόσμιο Πόλεμο. Ειδικότερα, εξετάζονται οι ιδεολογικοί παράγοντες και οι κοινωνικές, οικονομικές και πολιτικές εξελίξεις που διαμορφώνουν μακροπρόθεσμα την πολιτική ταυτότητα των ΗΠΑ (σύνταγμα, εμφύλιος, απομονωτισμός, αμερικανική μοναδικότητα, δικομματισμός, διάκριση και εξισορρόπηση εξουσιών, μετανάστευση κ.ά.), καθώς και οι στόχοι της αμερικανικής Υπερδύναμης στο πλαίσιο της Pax Americana. Η εξωτερική πολιτική αναλύεται μέσα από τις επιλογές της στους δύο παγκοσμίους πολέμους και στον ψυχρό πόλεμο, τόσο βάσει ιδεολογικών επιρροών όσο και μέσα από τις ρεαλιστικές ανάγκες διεξαγωγής πολέμων και επιβολής της διεθνούς ειρήνης. Αναλύονται οι αμερικανικές προεδρίες στο διπλό πεδίο ανάλυσης εσωτερικής και εξωτερικής πολιτικής, η λειτουργία των τριών εξουσιών (εκτελεστική, νομοθετική, δικαστική), η σχέση ομοσπονδιακού κέντρου-πολιτειών, τα κοινωνικά θέματα που διαμορφώνουν την πολιτική αντιπαράθεση και τις κοινωνικές ζυμώσεις (φυλετικό ζήτημα, οπλοκατοχή, θανατική ποινή, κ.ά.), η φυσιογνωμία και εκλογική συμπεριφορά κομβικών πολιτειών, ο ρόλος των ομάδων πίεσης, των ελίτ κ.ά. Στο διεθνές πεδίο, εξετάζονται οι επιδιώξεις των ΗΠΑ σε σχέση με επιμέρους περιοχές (Ευρώπη, Μέση Ανατολή, Ανατολική Μεσόγειος, κ.ά.), κράτη (Ρωσία, Κίνα, Ιράν, Τουρκία, Ισραήλ κ.ά.) και θέματα (π.χ. κλιματική αλλαγή, πυρηνικός αφοπλισμός).

 

Σκοπός του μαθήματος είναι να εμβαθύνουν οι φοιτητές τις γνώσεις τους για το αμερικανικό πολιτικό σύστημα και την αμερικανική εξωτερική πολιτική ώστε να κατανοούν τις αποφάσεις και τον ρόλο των ΗΠΑ στο διεθνές σύστημα. Εκπαιδεύονται στην πρόσφατη ιστορία των ΗΠΑ, στη δομή και λειτουργία της πολιτειακής και ομοσπονδιακής εξουσίας, στο σύστημα λήψης αποφάσεων, στην επιρροή ομάδων πίεσης, στα ιδεολογικά ρεύματα που διαμορφώνουν  την αμερικανική κοινωνία, οικονομία και πολιτική. Επιδιώκεται οι φοιτητές να είναι σε θέση, μετά την ολοκλήρωση του μαθήματος, να αναλύουν με ευχέρεια  τις καταβολές και τους στόχους επιμέρους επιλογών των ΗΠΑ που άπτονται τόσο της εσωτερικής όσο και της διεθνούς πολιτικής της χώρας.

Το μάθημα αποσκοπεί να προσφέρει στους φοιτητές κατανόηση για την αμερικανική δημοκρατία και την αμερικανική εξωτερική πολιτική μέσα από μεγάλες καμπές (π.χ. Μεγάλη Ύφεση, New Deal, παγκόσμιους πολέμους, έξοδο από τον απομονωτισμό, πόλεμο του Βιετνάμ,  αλλαγή του κοινωνικού υποδείγματος επί  Ρέιγκαν, τρομοκρατική επίθεση της 11ης Σεπτεμβρίου) και τις επιδράσεις τους στη συλλογική μνήμη των Αμερικανών και στις επιλογές των  αμερικανικών κυβερνήσεων. Επίσης, οι φοιτητές εκπαιδεύονται να συνδέουν τις γνώσεις τους με τις σύγχρονες διαιρετικές τομές στις ΗΠΑ και να διακρίνουν το ιστορικό βάθος διεθνών προβλημάτων (π.χ. στις σχέσεις ΗΠΑ-Ρωσίας, ΗΠΑ-Ιράν).

-Βαθμολόγηση:

Οι φοιτητές-τριες βαθμολογούνται με βάση:

Α) την επίδοσή τους στην ενδιάμεση γραπτή εξέταση (πρόοδο), η οποία πραγματοποιείται  κατά τη διάρκεια του εξαμήνου (7-8^η εβδομάδα) στην ύλη που έχει διδαχθεί μέχρι τότε.  Ο βαθμός της ενδιάμεσης εξέτασης αποτελεί το 20% του τελικού συνολικού βαθμού κάθε φοιτητή/φοιτήτριας.

Β) την τελική γραπτή εξέταση στο μάθημα που περιλαμβάνει το σύνολο της ύλης που έχει οριστεί από την αρχή του εξαμήνου. Ο βαθμός της τελικής εξέτασης αποτελεί το 80% του τελικού βαθμού κάθε φοιτητή/φοιτήτριας.

The course has two subjects: first is the political system, second is the US foreign and security policy in the 20th century, and especially after the Second World War. In particular, there are examined the ideological factors and the social, economic and political developments that shape the US political identity in the long term (constitution, civil war, isolationism, American uniqueness, bipartisanship, separation and balance of powers, immigration, etc.), as well as the goals of the American Superpower within the framework of Pax Americana. Foreign policy is analyzed through its choices in the two world wars and the Cold War, both on the basis of ideological influences and through the realistic needs of waging wars and imposing international peace. The U.S. presidency administrations are analyzed in the dual field of analysis on domestic and foreign policy, the three powers functions (executive, legislative, judicial), the relationship between the federal center and the states, the social issues that shape the political confrontation and social ferments (racial issue, gun ownership, the death penalty, etc.), the physiognomy and electoral behavior of key states, the role of pressure groups, elites, etc. At the international level, there are examined the U.S. aspirations for specific regions (Europe, the Middle East, Eastern Mediterranean, etc.), states (Russia, China, Iran, Turkey, Israel, etc.) and issues (e.g. climate change, nuclear disarmament).

 

Course purpose is for students to deepen their knowledge of the US political system and foreign policy in order to understand the US decisions and role in the international system. They are educated in the recent history of the United States, the structure and functions of state and federal power, the decision-making system, the influence of pressure groups, the ideologies that shape American society, economy, and politics. The aim is for students to be able, after the completion of the course, to analyze with fluency the origins and goals of every U.S. choice related to both domestic and international politics.

The course aims to provide students with an understanding of American democracy and foreign policy through major turning points (e.g., the Great Depression, the New Deal, world wars, the exit from isolationism, the Vietnam War, the Reagan social paradigm change, the 9/11 terrorist attack) and their effects on the collective memory of Americans and U.S. governments choices. Also, students are trained to connect their knowledge to current divisions in the United States and to discern the historical depth of international issues (e.g., in the U.S.-Russia relations, U.S.-Iran).

 

Rating

Students grades based on:

Α) their performance in the intermediate written examination (progress) that takes place during the semester, based on the material taught until the previous lecture of the exam, including multiple-choice questions and True/False options through online in eclass. The grade of the intermediate written examination constitutes 20% of the final grade of each student.

Β) the final written exam in the course that includes all the syllabus that has been defined since the beginning of the semester, which is conducted in person, on site, and contains multiple-choice questions, True/False options and analysis. The grade of the final exam constitutes 80% of the final grade of each student.

For example, a grade of 8 in the intermediate written examination multiplied by 0,2 (20%) gives a subtotal of 1,6. A grade of 9 in the final exam multiplied by (80%) gives a subtotal of 7,6. Final grade 1,6+7,6= 9,2 > final grade = 9.

Students who will not take part in the intermediate written examination will have a grade of 8, if they write excellently in the final exam (10x0,8 = 8).

The grade of the intermediate written examination is only counted in the June and September exams of this year. The next year, when the course will be taught, the process begins from the start.

-Students who legally document the need for an oral examination may be examined through that way.

 

Γ) In the course, it is given the opportunity to write a research paper of 4,000 words, including bibliography, that is counted in 50% of the final grade. The paper is not exculpatory and the remaining 50% comes from the performance in the final exam. The paper is considered complete when an oral presentation has also been made, otherwise it is not counted.

Students who will prepare and present their work orally are exempt from "progress" and cannot be counted in both procedures.

The topics of the papers are given in a separate form and can be enriched with students’ suggestions.
